
23 Mar CALL TO CITIZENS’ ASSOCIATIONS AND FOUNDATIONS FOR EXPRESSION OF INTEREST FOR MEMBERSHIP OF THEIR REPRESENTATIVES IN THE OPEN JUDICIARY COUNCIL 2021-2023
The Center for Legal Research and Analyses in cooperation with the Supreme Court of the Republic of North Macedonia, within the framework of the initiative for Open Judiciary-Partnership for Open Government of the Republic of North Macedonia, published an announcement for the election of members of the Open Judiciary Council from citizens’ associations and foundations.
In order to ensure a timely, smooth, inclusive and transparent process, a call is issued to civil society organizations to nominate members to the Open Judiciary Council, whose responsibility will be to monitor the implementation of the Open Judiciary Action Plan for 2021-2023.
The call should enable the application of 6 (six) representatives and their deputies from interested civil society organizations who share the values of the Open Government Partnership, advocate for greater participation, transparency and accountability of the judiciary and apply those principles in their work, for their participation in the Council.
The Open Judiciary Council 2021-2023 is an advisory body for coordinating and monitoring the development and implementation of the Open Judiciary Action Plan and creating policies for the transparency of the judiciary. Membership in the Open Judiciary Council is voluntary and without compensation. The Open Judiciary Council has a key advisory and decision-making role in all phases of the Open Judiciary process, throughout the planning cycle, in the development and implementation, monitoring and reporting of the Open Judiciary Action Plan. The Open Judiciary Council is established to encourage transparency and openness of the courts’ work and to encourage participation of the civil society in the implementation and monitoring of the Open Judiciary initiative in the Republic of North Macedonia; to ensure cooperation and establish clear, structured and permanent mechanisms for continued dialogue between authorities and civil society; to increase participation of the civil society in the processes of Open Judiciary and in the preparation of action plans for Open Judiciary and to support, encourage and monitor the implementation of the current action plan.
With this call, all interested citizens’ associations and foundations are invited in accordance with the Law on Associations and Foundations (“Official Gazette of the Republic of Macedonia” No. 52/10, 135/11 and 55/16) to apply by submitting the attached application form and the necessary documents* proving the fulfillment of the criteria.
The deadline for submitting applications is March 24 (Thursday), 2022.
Applying for membership in the Open Judiciary Council for monitoring the Open Judiciary Action Plan 2021-2023 is done electronically, by submitting a completed application form and the necessary documents* to the following email address: contact@cpia.mk
After reviewing the applications, citizens’ associations and foundations that have expressed interest in membership in the Open Judiciary Council will be informed about the process and the selected members.
Necessary documents proving the fulfillment of the criteria and which should be submitted together with the application form for membership in the Open Judiciary Council 2021-2023:
- 1. Annual report on the work of the citizens’ association/foundation from the previous year (2020);
- 2. Current status of the citizens’ association/foundation (not older than 6 months);
- 3. Statute of the citizens’ association/foundation;
- 4. Proof of at least 5 years of experience of the citizens’ association/foundation in judiciary reform;
- 5. Proof of at least 5 years of experience of the candidate for member and deputy in judiciary reform;
- 6. Short biography of the candidates for members and deputies of the Open Judiciary Council;
- Statement from the candidates for members and deputies of the Council for OGP that they are not members of bodies of a political party, they are not elected or appointed persons and they are not employed in government institutions.
The elected members and deputies of the Open Judiciary Council will be notified no later than March 26, 2022 and invited on March 30, 2022 to participate in the formal session for the establishment of the Open Judiciary Council in the Supreme Court of the Republic of North Macedonia.
